BRIEF: Council approves step to correct 4-H and mental health budgets

Aug. 16--Both 4-H and mental health programs in Boone County will finally be funded at the level local officials intended, after action taken by the Indiana Department of Local Government finance was addressed by the county council at its Aug. 9 meeting.

The council unanimously approved adding $45,624 to the 4-H budget, and $118,669 to the mental health budget.

"We did it at first as a rate," County Auditor Carla Newcomer said, "then changed it to a levy. It looked like it was a budget line item."

"The state didn't understand" the intent, Newcomer said.

"The way the state has explained it, it was done as a budget item, a rate and a levy, which cut their budgets in half," Newcomer said. "The state didn't understand."

The council's action returned the budgets "to what we intended them to have," Councilman David Rodgers said before moving to approve the request, which passed unanimously.
